Construction daily log: what the rules require in 2026, what to record and how to do it without losing the end of the day
The construction daily log is the record of what happened on the jobsite each day. On private projects, no single national rule has required it since Confea revoked the Livro de Ordem in 2023. But it is the construction company's best proof in disputes over deadlines, change orders and defects. Record every day: work done, crew, materials, occurrences, pending items and photos.
Is the construction daily log mandatory in 2026?
It depends on the project and the contract. On private projects, there is no single national rule requiring the log. On public projects, recording occurrences is the inspector's duty. And any contract can require the log.
The milestones that matter:
| Rule | What it says | Applies to |
|---|---|---|
| Confea, Resolução 1.094/2017 | Required the Livro de Ordem for works and services. The plenary revoked it on November 23, 2023 | Professionals in the Confea/Crea system |
| Lei 14.133/2021, art. 117, § 1 | The inspector notes all occurrences in the contract's execution in a dedicated record | Public projects |
| Construction contract | Can require a log, its frequency, who signs and where it is kept | Private projects with a clause |
| Civil Code, art. 618 | The contractor is liable for five years for the soundness and safety of the work | Contracts for buildings and substantial construction |
At the revocation, a Confea councilor noted that the Diário de Obras already provides for the professional's participation. CBIC, which requested the revocation, argued that the daily report had been common practice on jobsites for decades. The red tape went away. The practice stayed.
What is the construction daily log for if it isn't mandatory?
It serves as proof and as memory. When the client disputes a change order, a deadline or a defect, the construction company needs to show what happened, when and who decided.
Three situations where the log decides the outcome:
- Change order. Under art. 619 of the Civil Code, a design change only leads to a price increase with the owner's written instructions. The record of the change, with approval, is that instruction. See how to close the renovation change order.
- Deadline. Rain, the client's pending release and supplier delays explain the delay. Without a record of the day, it becomes one person's word against another's.
- Defect. Art. 618 sets five years of liability for soundness and safety. The log shows what was done, with which material and by whom.
The log also serves the project itself. It shows what was left pending yesterday, who was on the jobsite and what material arrived.
What should you record in the construction daily log every day?
Record what changes the deadline, the cost or the liability. A short log written daily is worth more than a long log written once a week.
This is a template for one day's RDO:
| Field | Example |
|---|---|
| Project, date and person in charge | Residencial Ipê, Thursday, 23/10; Eng. Rafael |
| Weather and impact | Rain until 10:00; concrete pour postponed to Friday |
| Crew present | 12 in-house; subcontracted plumbing with 3 people |
| Day's work by work front | Tower B: masonry on the 5th floor; Tower A: subfloor on the 2nd |
| Materials received | 20 bags of cement, NF-e 4512, checked by the foreman |
| Occurrences | Leak on the 5th floor, tower B, with photo |
| Requested changes | Client asked for a flooring change in apt. 52; change order sent |
| Pending items with owner and deadline | Leak: plumbing, by Friday 12:00 |
| Photos | 6 dated photos, by work front |
| Signature | Technical lead; client on occurrences that involve them |
Sienge, in an article updated September 17, 2026, lists similar items: identification, crew, activities, occurrences, materials, weather, photos, pending items and signatures. The industry list is stable. The hard part is filling it in every day.
Who fills in and who signs the log?
In general, the contractor fills it in, through the engineer, the architect or the technician in charge. The client or the inspector signs when the occurrence involves them.
Some practical rules:
- One log per contract relationship. The log with the client doesn't mix with the log with the subcontractor.
- Record on the day. A record made later loses weight as proof.
- No blank fields. A field with no occurrence gets "no occurrence." That way, nobody fills it in later.
- Signatures on occurrences. A design change, a delay due to a pending release and sign-off of a stage call for the client's signature.
- Storage per project. The history is kept separate per project, with date and author.
We found no retention period in federal rules. As a reference, use at least the five years of art. 618 and confirm with your legal team.
How do you write the construction daily log without losing the end of the day?
Build the log from what was already recorded during the day. If the engineer has to remember everything at 18:00, the log comes out incomplete or doesn't come out at all.
The jobsite already produces most of the log:
- the foreman sends a photo and a message on WhatsApp;
- the material invoice arrives from the supplier;
- the pending item opened in the morning is closed in the afternoon;
- the crew is recorded on arrival.
The problem is that all of this is scattered. The photo is in the group chat, the invoice in the email and the pending item in someone's head.
The industry's tools already follow this path. Sienge's public API documentation has a Construction Log (Diário de Obra) resource. Mais Controle sells the construction log as an add-on module, at R$ 60 per month, according to its October 2026 plans page.
What changes the outcome is where the data comes from. When the pending item, the photo and the delivery are already linked to the project, the day's log becomes a review, not a writing task.
How CERNE solves it
CERNE builds the log from the day's pending items, photos and deliveries, linked to each project.
- Messages via WhatsApp. The foreman sends text or a photo on WhatsApp. The AI separates the pending items, with item, work front and urgency, and the engineer reviews and assigns them.
- Pending items with an owner. Each pending item has an owner, deadline, photo, project and work front. If it isn't cleared on time, CERNE reminds the owner and alerts the engineer.
- Checked delivery. The material arrives, the foreman checks it via WhatsApp, and the jobsite inventory adds it up.
- Log ready at the end of the day. Closed pending items, photos and deliveries become the project's log. The engineer reviews and signs.
- History for each project. Every message, photo, pending item and approval stays in the history, with date and author. It is available when the client or an expert report asks for it.
Those who already use Sienge keep the ERP, and CERNE integrates through the API. The construction package starts with an assessment of your project. It uses modules already running at CERNE clients: the board with owner and deadline, and approval before any order. See the log workflow on the construction and engineering page and the cards for each role.

Frequently asked questions
- Is a construction daily log mandatory?
- There is no single national rule for every private project. On November 23, 2023, the Confea plenary revoked Resolução 1.094/2017, which required the Livro de Ordem. On public projects, Lei 14.133/2021 requires the inspector to note occurrences in a dedicated record (art. 117, § 1). The contract can also require the log.
- What should a construction daily log include?
- Date, project and person in charge; weather; crew and subcontractors present; the day's work by work front; materials received; occurrences and requested changes; pending items with owner and deadline; dated photos and the signature of the technical lead.
- Who fills in and who signs the construction daily log?
- In general, the contractor fills it in, through the engineer, architect or technician in charge. The client or the inspector signs when an occurrence involves them, such as a design change or a delay due to a pending release.
- Are the construction daily log and the RDO the same thing?
- In practice, yes. RDO is the daily construction report, the most common name at construction companies and on public projects. The Livro de Ordem was the record required by Confea until Resolução 1.094/2017 was revoked in 2023.
- How long should you keep the construction daily log?
- We found no retention period in federal rules. Under art. 618 of the Civil Code, the contractor is liable for five years for the soundness and safety of the work. Keep the log for at least that period, and confirm with your legal team.
- Does a construction daily log over WhatsApp count?
- A WhatsApp group stores messages, but it doesn't organize the record by project, date and person in charge. Use the photos and messages as raw material, and close the day's log in a signed document stored per project.
